Proposed Blackjack Rules

We propose to apply these blackjack rules in all casinos around the world to make the game more uniform and fair.

Set of Rules:

  1. A player should be permitted to surrender any two-card hand, including previously split hands and get half of his bet back, unless the dealer has a blackjack.
  2. The deck must be thoroughly shuffled by the dealer and cut by one of the players. If all players decline so, the deck may be cut by the dealer, but it must be cut in any case.
  3. One to four decks can be used. The cards can be dealt from a hand-holding deck or from a shoe. When all the cards are used it must be shuffled under the inspection of Gaming Control Board and carry a visible seal of approval.
  4. Players should not be allowed to wager more than ten times the total amount wagered in the previous round, including splits, doubles and insurance bets.
  5. All cards put into play must be from the used deck.
  6. When the first card is burnt, it must be exposed to all players at the table.
  7. All cards for the players will be dealt face up and the players may not handle their hands of conceal the cards in any other way.
  8. The dealers can not change each other until the deck is fully exhausted.
  9. At an idle table, all cards will be spread out, face up.
  10. Dealers must hit 16 and stand on 17, including soft 17.
  11. Blackjack pays 3 to 2
  12. There must be a difference of at least 50 currency units difference between the minimum and the maximum bet at the table.
  13. All pairs may be split and played as separate hands with equal bets placed on them. Any two ten-value cards must be considered as a pair. Up to four splits can be done during the game.
  14. Doubling up should be permitted on any two-card hand including recently split hands.
  15. If the dealer has an ace as his up-card, insurance bet of up to half amount of the original bet should be permitted and paid 2 to 1 if the dealer gets a blackjack.
  16. Any player may simultaneously play more than one hand without any restrictions, unless the table is fully occupied.
